To install mods, you need the ID of the mod.
You can find the ID ingame in the description of the mod.
For example, the ID of the mod Asylum Feline is: UGC_M_NZK7JYM712_SK.
You will need to write down or remember the ID. It is not possible to copy it from within the game.
Also note that the ID is case sensitive.

Basic Mode

In Basic Mode you enter the mods under Server Settings in the field Mods.
Using the Mod Asylum Feline as example:

; Lines starting with ; are considered a commentary and help with identifying the installed mod
; Useful if you need to troubleshoot your mods
; Asylum Feline
EnabledMods="UGC_M_NZK7JYM712_SK"

You can add more than one mod.
You need to create a new line with EnabledMods="ModID" for each mod you want to use.
Replace ModID with the ID of the mod.

Advanced Mode

In Advanced Mode mods are added via the GameUserSettings.ini.
Using the Mod Asylum Feline as example:

[PathOfTitans.Mods]

How to start the server with modmaps

First you have to add the ID of the map as described above.
Then you have to change the start map of the server.
